Mary Scicluna began her career in the Public Service in 2000 as a School Secretary. Ms. Scicluna was then deployed at the Ministry of Health in 2007 and was assigned to the Registrar of the Medical Council, where she served until 2009, before transitioning to the role of EU Funds Manager, a position she held until 2013.

In 2013, Ms. Scicluna joined the Ministry of Education as a Service Manager, where she was responsible for ensuring the provision and coordination of key services at national, college, and school levels. Her primary focus was to enhance service quality and ensure the best possible experience for students. Demonstrating strong leadership and expertise, she was appointed Director for Human Resources in 2015, a role she held until 2023. Ms. Scicluna would serve as a key member of the Ministry’s top management team, leading the Human Resources Directorate and overseeing staff performance. Support long-term planning, provide strategic recommendations, and contribute to reform initiatives for improved performance and accountability.

Currently, Ms. Scicluna serves as the Director General for the People Management Department. In this capacity, she is spearheading the implementation of initiatives aimed at enhancing educators’ well-being, as outlined in the National Educational Strategy Framework 2024–2030. She has led negotiations and implemented sectoral agreements for all staff within the Education Department, ensuring fairness and alignment with departmental goals. Her role focuses on key issues like compensation, working conditions, and professional development while ensuring legal compliance and fostering positive outcomes for both employees and the department.

Ms. Scicluna manages 4 different directorates in the Ministry of Education which include The Resourcing Department, Education Resources Department, Scholarships Department & The Students Maintenance Grants Department.

She has represented the Ministry in several international meetings, including those organized by the European Academy in Berlin and other prestigious institutions across Europe. In addition to her role in the public service, Ms. Scicluna is also the Ambassador of Malta to the Republic of North Macedonia, further demonstrating her commitment to international collaboration and diplomacy.

Under Ms. Scicluna’s leadership, the People Management Division within the Ministry of Education conducts bi-annual surveys, namely a Wellbeing & Job Satisfaction survey and the Training Needs Analysis Survey. These are aimed to assess and implement necessary improvements to support educators, ensuring continuous professional growth and enhanced working conditions.
